Award Announcement
The United States District Court for the Southern District of California announced the selection of Heather L. Rosing as the 2022 recipient of the Hon. David H. Bartick Award for Civility and Professionalism.
Heather was first admitted to the United States District Court for the Southern District of California 25 years ago. She is a tireless advocate for civility and professionalism in the legal profession. As President of the San Diego County Bar Association, she championed civility, integrity, and professionalism for both lawyers and judges. Heather also served as the first President of the California Lawyers Association and co-Vice Chair of the California Civility Task Force, which collaborated with the State Bar of California and California Judges Association. Her character, her demeanor, and her interactions with other officers of the Court are grounded in a deep appreciation for the institution and the importance of the rule of law. Heather has earned the universal respect of the San Diego legal community due to her devotion to improving the legal profession.
Commemorating the Award
The United States District Court for the Southern District of California has installed a permanent display in the lobby of the Carter/Keep Courthouse. The display includes a remembrance of the Hon. David H. Bartick and lists the names of the recipients of the award given in his memory. It bears this inscription:
Long before he became a beloved U.S. Magistrate Judge, David Bartick epitomized civility and professionalism. As a prominent criminal-defense attorney, he captivated juries and judges alike with his courtroom skill. But what really set him apart was his courtesy, warmth, and integrity. He was a lawyer that made us proud of lawyers. And he was the kind of judge that all judges aspire to be.
With this award, the U.S. District Court for the Southern District of California honors Judge Bartick’s legacy. Each of these recipients followed in his footsteps, exemplifying civility and professionalism in the practice of law.
The Hon. David H. Bartick Award for Civility and Professionalism will be presented to Heather L. Rosing at the Federal Bar Association, San Diego Chapter, State of the District event on October 26, 2022.
