It was a standout year for the San Diego FBA at the 2022 Annual Meeting & Convention in Charleston, South Carolina. The National FBA awarded us with the Chapter of the Year Award! We also received a newsletter award for this monthly update series. Thank you to all our members for supporting the FBA and to our many committee members who volunteer their time to make our activities possible.
Two of our members also received national awards. Immediate Past-President Rebecca Church received the Robyn J. Spalter Outstanding Achievement Award. And Connie Wu, who was featured in our Member Spotlight Series, received the Younger Federal Lawyer Award. Congratulations to Rebecca and Connie on their awards.
On September 1, 2022, the Hon. Bernard G. Skomal became the Presiding Magistrate Judge of the U.S. District Court for the Southern District of California. Judge Skomal takes over the position from the Honorable William V. Gallo, who served as Presiding Magistrate Judge since September 2020. The San Diego FBA had the opportunity to ask Judge Skomal about what the Presiding Magistrate Judge position entails, being a magistrate judge, and his advice to attorneys who may appear in front of him.
The San Diego FBA presented awards to Chief Judge Dana M. Sabraw, Judge Larry A. Burns, Judge Anthony J. Battaglia, Magistrate Judge Barbara L. Major, Magistrate Judge William V. Gallo, and Clerk of Court John Morrill for their exemplary service to the federal legal community during the COVID-19 pandemic. In accepting this recognition, Judge Battaglia thanked the Court's staff and stated: "The effort to remain open and restore jury trials in the face of COVID-19 took all hands on deck to achieve. No single person or small group alone made it happen."

Rule 16 of the Federal Rules of Criminal Procedure is changing. The FBA is pleased to host U.S. District Judge Anthony J. Battaglia, who will provide a comprehensive review and discussion of the new Rule 16, slated to take effect on December 1, 2022.

Community Updates:
On September 28, 2022, the U.S. District Court for the Southern District of California appointed Lupe Rodriguez Jr. as a full-time U.S. Magistrate Judge. Judge Rodriguez will be stationed in El Centro. The San Diego FBA welcomes Judge Rodriguez to the Southern District’s bench.
The Southern District announced it is considering the appointment of two full-time U.S. Magistrate Judges, contingent upon changes to the Court's bench. Applications are due December 1, 2022. The San Diego FBA has a free, recorded presentation on How to Apply to be a U.S. Magistrate Judge, where you can learn more about the application process and duties of the position.
The San Diego Superior Court is accepting applications for next year's class of mentees in its Judicial Mentor Program. The program pairs local attorneys with judges to demystify the judicial appointment process and answer questions about application and vetting procedures.
